Soul Gem Drop Rates

We've run several iterations of the soul gem bonus event, and have come to realize that even with some more generous soul gem rate increases, the overall drops are still pretty bad. I went and dug through the code a bit:

If HP is =>25,000 - 20%
If HP is 24,000 - 24,999 - 19%
If HP is 22,000 - 23,000 - 18%
If HP is 20,000 - 21,999 - 17%
If HP is 18,000 - 19,999 - 16%
If HP is 16,000 - 17,999 - 15%
If HP is 14,000 - 15,999 - 14%
If HP is 12,000 - 13,999 - 13%
If HP is 11,000 - 11,999 - 12%
If HP is 9,999 - 10,999 - 11%

All in all: They're terrible.

So here is our proposed solution:

Going forward, the drop rate for all mobs with 10k HP or more will be at 25%. HP is *not* an indication for mob difficulty, and the low end of the system can be maddening to get something like the green snake to drop its gem as well.

The bonus event rates may be tweaked once this change goes in, and may be tweaked prior to help compensate for where our rates are now.
