Lifting clan requirements

I was wondering: what if we reconfigured how we got clans off the ground. I know having two initial members--and two members at all time--doesn't seem that arduous, but finding someone who's committed to the same vision as you are and talking through clan formation is difficult. I've had a number of conversations that have started strong but ended up going nowhere, and since a few of my characters do not go OOC, this is even more difficult.

What if instead of requiring two initial members, you only needed one to start a clan. You would still have to do everything else: write a charter/helpfiles, etc.. But you would be given "provisional status" instead of full clanship: you wouldn't gain access to Coalition space or your pride item/clan buff until you gained another member. If you didn't do so after a provisional period, say, a month/six weeks, your provisional status would be revoked and the clan dissolved.

There are a number of reasons I think this might be a good idea: the realities of our pbase, the fact that having two founding members with only one "leader" can lead to some wonky internal politics (cough Ordo cough), the fact that people might be more inclined to join once they have a better sense of a finished product than some good ideas shared in passing.

It also gives people who want to start a clan a lot of incentives to RP: you need to convince someone else that your idea is good within the timeframe, or else your clan goes kaputt. And during that time you don't experience the full benefits of clan life. Does this lead to more defunct clans? Very possibly yes, but it also may lead to more successful clans as well/more incentive for characters to try to develop new avenues for RP, etc..
